OK, so maybe the "Climate Change" crowd is having trouble proving the existence of the problem. But surely, at least their solution, expensive as it is, would take us in the right direction?

Not really:

Yes, signatories to the Kyoto Protocol have been increasing their "greenhouse gas" emissions at triple the rate of the United States. (Source; H/T) Because when you can claim that you were prevented from solving a problem by somebody else not going along, it's easy to tell yourself you don't actually have to do anything else.
